- Kelsey: I was an agent in the recent election and the information is not very accurate:
1. The returning officer and candidates are usually not in voting station. Only the presiding officer, counting clerks, and election agents are there.
2. We have no time to arrange ballot papers by serial number (especially when there are up to 700 voters in each station), unless there are extra ballot papers than what was issued. This is to make sure there aren't any ballot papers from outside the voting station added in illegally.
3. There are two types of rejected votes - undi rosak and undi ditolak. Undi rosak may constitute ballot papers that have been stained/torn/damaged in during the polling process. Undi ditolak is when the counting has started and votes has been scrutinised by the agents, discussed and agreed that it is invalid, usually due to the voter's choice being unclear.
4. We also have to get a copy of the form 14 - that is the official statement of the number of votes received by each party. If there are discrepancies in numbers, then the candidates may bring it to court with these forms in hand.
I know this video isn't meant to be very detailed, but I thought I'd just share whatever knowledge I do have about the counting process. :)
